List numbers renumber when doc reopened

I am writing a technical document with steps. When I start a new topic, I restart the numbering. Once I save and reopen, all of the numbered sections revert to continuous numbering from the previous list. I don't want to create section breaks if at all possible, because the document is rather long and I have screen shots, tables, and many other elements

Any thoughts?

Apply numbering with a numbered paragraph style, and use a LISTNUM
field at the end of each list to force a restart of the following
