numbering steps in master doc

I have a long master doc (just under 100 pages) with many sets of steps and
substeps. Every time I open the master doc and subdocs, the steps all
renumber themselves so that they continue from the previous list. For
example, the in the third set of steps, the first step will start with #15
instead on #1.

I changed all numbered steps to restart numbering, but every time I reopen
the master doc and subdocs, I'm back to the same problem.

The numbered steps are based on an outline numbering scheme.

The master docs and subdocs are based on the same template, which has a
macro that refreshes fields upon opening the file. I thought that might be
the problem, so I reset all docs to be based on the normal template. Same
problem.

Does anybody know what's going on and how I can prevent numbered items from
continuing from the previous list?

Note, however, that Word's master document feature is buggy. In other
words, your numbering problems may be caused by the mere fact that you
