List Box

I have created a form to look up desired ditems in access.
The form has a list box to select desired item. When the form opens the list box will not allow the user to click on term to select. It seems "locked".
If you change to design view and then immediately back to form view the list box unlocks and lets the user select items.

Can someone tell me why this happens and how do I fix it.
