Links

I am using Front Page 2002.
When I test the web page in Netscape, the links to other
web sites are not working.
When I test the site in IE, the links are working but
before each page loads, a blank IE page apears in the
center of my web page (like a smaller insert)and has to be
closed out before my web page will finish loading.
Any ideas about what's going on?
