Links open a "Browse" window

We have a notebook with Win XP Pro and MS Office 2003 with a POP email.
Whenever you click on a link (to a web pager for ex.) within a received
email a "browse" window opens as if searching for an executable.
We tried running Detect and Repair but nothing changed.
Has anybody run into this before?
