Links only show on page with cursor in green

The links on a page are not on the page until I move the
cursor over the spot where the link is written. The link
then shows in a lime green color. When I click on the link
the words then stay on the page in the color red.
Please let me know how I can see the links on the page.

Internet Options | General [tab] | Accessibility [button]
Are any of the options selected there? (default setting = all unchecked)
