I too am having this problem, but unfortunately I am on Win2k. The regsvr command registered successfully, but did not fix the problem. Should this have worked? Just wondering if a post on a Win2k group is necessary.

You click on a link in an OE message and an IE window opens but doesn't
load:
IE Help>About>Update Versions> Is Q828750 listed here?
a. If not, with your anti-virus application disabled the entire time, go to
Windows Update to install it. Doing so should take care of your problem.
b. If it is, re-register all the DLLs listed in this KB article:

The link was "click on a link in an OE message and a IE
window doesn't open"
2." http:// www.oehelp.com/ielink.aspx." solved the
problem.
Many many thanks for your assistance.
