Does anybody know how to limit what programs a user can
utilize. Specifically, I do not want a user to be
allowed to access say my "money" programs, or my "tax"
programs. How do I limit these programs so they do not
appear as an option in that users account?

Home or Pro Edition?

Sorry....it is the home addition

Right-click on the Start button (when logged in with Administrative
rights) and choose Explore. You'll see entries for the different
accounts' Start menus. Just delete the shortcuts to the programs you
don't want them to see. I don't think you can actually forbid them from
using the programs if they're clever enough to dig down and find the
executables. Please post back if you need more help.
