how to set up user accounts in window XP home edition

How do I set up a users account? I do not mean how do I create a user
account. But how do I set up access to programs, limitations on programs or
other PC functions? In other words after I have created a limited account
for my 2 year old grandson, how do I go about seting up his account so he can
only access those programs intended for him?

needs. Your anwser was very thorough. I have not yet figured out how to
