I just created a new user on my WinXP computer. How do I set up certain
programs to operate in the other account. How do I move certain files over to
that account?

Sign into the account you want to install the program into. Use copy or cut
and paste to move files using Windows Explorer.

Im talking about some music programs, Firefox etc. Can I just copy them using
windows explorer or do I have to install them in the new user account?

Firefox should automatically appear. So should any proper XP compatible
program...

Most programs will operate in all accounts. Just about all of them are
invoked by means of a shortcut. Whether the shortcut is visible in all
accounts depends on the location of the shortcut, ie. which profile folder
it is in. Here is how it works:

- Shortcuts located in c:\Documents and Settings\MichaelC\Desktop are
visible on your own desktop only.
- Shortcuts located in c:\Documents and Settings\MichaelC\Start Menu are
visible in your own Start Menu only.
- Shortcuts located in c:\Documents and Settings\All Users\Desktop are
visible on everyone's desktop.
- Shortcuts located in c:\Documents and Settings\All Users\Start Menu are
visible in everyone's Start Menu.

If you have certain shortcuts missing for the new account then you should do
this:
1. Log on as Administrator. Use Safe Mode if you have WinXP Home.
2. Move the problem icons from the "MichaelC" profile folder to the "All
Users" profile folder, using the guide above. You can use Windows Explorer
to move them.

Did you install "For All Users" or did you "Install for this user"? If
the former you won't have to do anything, if the later, it gets more
complex.
