Limited Accounts

This might be a simple question...
I set up a limited account, and the limited account cannot even set up a website as a favorite. Is this supposed to be the case? The admin account can do this, but given that each user has a favorites folder, I figured they could do this.

Thanks for the reply - yes, I checked them off and hit
apply. It didn't work. Then later I restarted the
computer, the personal favorite was still checked off, it
still did not work.

Could it be anything else?
