Limited Account Profile Access: Start/Programs Menu

I created a limited account, even though you can change from the start menu
classic start or start menu and customize I can't remove the programs that
are defaulted for all users without affecting all accounts.

This limited user account is for my Son, but I don't want him clicking on
start and then all of the programs from the all users group. Is there a way
without removing the start/program of all users to lockdown the desktop
further?
