Limit MSWord Pages

Our school is creating school reports using MSWord XP. We have set up a form
where teachers can only select from drop down menus or enter comments. While
we want the comment boxes to be able to expand (which they do), I want to
limit the document to 3 pages. Setting the comment box character limit isn't
what I'm after as each box may be a different size depending on the comment.
Is there any way I can limit my document to 3 pages?

Place the form fields inside table cells of fixed heights. To set the
height, use the Row tab of the Table | Table Properties dialog box.
