Is there a limit to "unlimited" Text Box Form Fields?

I have created an employee evaluation form with several text boxes for
Reviewer comments. One reviewer has written an entire page of text in this
field. At the end of the page, any extra text is being cut off and is not
going to the next page. Is there an actual limit to "unlimited" text? If
not, how can I get the text to flow to the next page within a Text Box?

I can put more than 10,000 characters -- more than three pages -- of text
into a text form field with no problems, in either Word 2003 or Word 2007.
If something is preventing the field from crossing a page boundary, it isn't
the field itself.

You might see this behavior if the form field is in a cell of a table that
has been "floated", as such a table can't cross a page boundary. If that's
the case, go to Table Properties and set the text wrapping to None.
