Limit Internet Access

One of the computers where I work will not allow me to connect it to the
Internet. We have network connectivity for most other computers, but this
one won't cooperate. The same computer will not allow me to discard desktop
icons.

Is there a setting someone has changed to lock out these capabilities?

Unless you are the Network/IT Administrator, someone may have locked
Net connectivity and other features deliberately - consult with them.
