Lid Policy for all users

Is there a way to configure a lid policy on a laptop with XP Pro so when any
user logs into the computer (we're on a domain at a school) when the user
goes to shut the lid and dock their laptop it will always be "do nothing"
instead of having to change that power option each time a new user logs in?
 
There are no policies that deal specifically with the closing or opening of
a laptop.
