Licenses for backup servers

Question:
If we are a very small shop and only have two servers.
One is a stand by server of the other. Both are Windows 2000 servers and both have SQL server 2000 installed.
All area currently licensed for 5 users
We have 5 users and are growing so we need to get more licenses.

Do we need to license the backup or standby server for more licenses as well as the production server that everone uses?

Probably best to call Microsoft and address this question to their licensing
