License Logging Services fails

The License Logging Service is failing on all of our DC's (except one). It doesn't actually say "failed" anywhere; it just hangs when it trys to start and in the Services applet it shows the service as "Starting", forever. And the Task Manager then shows LLSSRV.exe (the License Logging Service) and LSASS.exe (the Local Security Authority) as maxing out processor utilization at 100%. Most, if not all, of this issue is covered under Knowledgebase article Q296936. But this problem is supposed to be fixed as of SP3 (and, it may well have been fixed under SP3). But we've just upgraded all of our DC's (except one) from SP3 to SP4 and now all the DC's (except the one that's still on SP3) are all having this problem. So, it would appear that whatever was done to correct the problem (under SP3) has been undone with SP4.

Microsoft, please provide a fix for this so that we are not forced to use a call out of our 5-pack of support calls to get you to fix a problem that shouldn't exist in the first place!!!!!

Ditch license logging - stop and idsable the service and keep track of your
licenses manually. The service is very buggy and is not mandatory.
