LibraryLoad error 1114 (45a) for MSSoap1.dll

While re-installing Windows XP, I get the following error
1114 (45a) in LoadLibrary when trying to register
Mssopa1.dll. The installation then boots and keeps on re-
booting. How can I get around this problem?
