Library not registered

When I open Control Panel, to access Local Users and
Groups, I get this message "Unable to access the computer
XXXXX. The error was: Library not registered".

Any ideas? This error is preventing me from adding a user
to the local computer. And yes, I am logged in as
Administrator.
