local users and groups problem Library not registered

I have a windows 2000 server. When I go to Local Users and
Groups, there's a red citcle with a white cross in it.
LOcal Users and Groups is empty, and there's an error
message that says: Unable to access the computer..... The
error was: Library not registered.

Also when I go to Windows update, when I reach the windows
update website I get the message Administrators only, even
though I'm logged on as administrator. I think both
problems are related.
