Latency on Explorer; CP; IE; My Computer after upgrading HAL

I am experiencing strange things after upgrading an HP Netserver LC
2000 from a Single 533Mhz processor to Dual 600Mhz processors.

I have adjusted the DIP Switches appropriately. The server reboots and
detects both processors properly, and until I upgraded the HAL
everything ran correctly.

I then upgraded the HAL per the Q article from Uniprocessor ACPI to
Multiprocessor ACPI. The server rebooted fine, but know when I go into
My Computer; Explorer; IE; Cp, etc. The screen never displays the
contents until I press F5 to manually refresh, or if I press the View
menu item it will IMMEDIATELY display the contents.

I am not really sure what is going on, or howto correctly describe it
for the knowledge base. The processors are not working hard when any
of this happens.

Please Help.

This is a stand-alone W2K member server operating as a Terminal
Server.

Things just seem to work better when the OS is reinstalled after major hardware changes.

Did you consult with HP before doing this?

Many system mgfrs. have written specific HAL's
for their hardware, and the "generic" one isn't
right...
