Lately PC freezes when rule-based wav plays in Outlook

For several years now I’ve had a rule in Outlook 2003 that has a 30-second
music file in .wav format play whenever mail arrives from a certain sender.
But recently, my computer has started becoming completely or near-completely
non-responsive to clicks of any kind (any program) until the music stops. I
tried having the rule use a different wav file, but the problem persists.

Any ideas what could be causing this and how to fix it? Thanks.

When you play music in Windows Media Player, does your computer go into
100% CPU, do you hear stuttering?

Those are often symptoms of a hard disk beginning to fail.

Test playing WAV files outside Outlook. You may find it to be a problem
affecting more than just Outlook.
