How can I get the fonts to be larger INSIDE of all applications, instead of
just the menus and title bars?

Look at Display Properties, Settings, Advanced, General tab, DPI setting.

Also be aware that when you change the font size, certain applications
might no longer show you everything they should within pop-up boxes.
The quality of programmers is not what it should be and they do not
implement box resizing to include larger than normal text. i.e.
options become invisible (outside the box) or simply look Very Ugly.
Two examples are Fujifilms camera software and Teatimer (registry
protector) that comes with Spybot. There are others. Symantec
*used* (??) to have a problem that many of their products would not
even install properly if you were not using standard, default font
sizes - that was some years back and I would hope they raised their
game since then.
