laptop will not renew ip address

Hi there, my laptop computer will not renew the ip address. It is currently
an private auto address 169.254...... I have tried the ipconfig/release and
then the ipconfig/renew command, and the prompt tells me such things as
"unable to contact DHCP server" This is on a home system without a server. I
have a desktop machine which does not have this problem. I have tried to
switch cabling but this still does not help. I have tried uninstalling the
network card and that does not work either. Any suggestions?
Thanks

Cable Modem or DSL?
Have a router that hands out IPs or are you getting one from your ISP?
Does your ISP give more than one IP address without you paying for it?

It could also be infected with a Trojan that is blocking
ipconfig or even a security program.

Did you try to manually remove the network card? If not, that is what you
are needing to do. More info here:

For the 169..., an XP user needs to use CMD/Release and Renew. Then remove
the
network card, unplug the power cord (wait 10 seconds), then replug. Once
done, reboot. Then after all is well, shutdown. Replace the network card,
reboot and all is well.
