Laptop slow to start and slow to run - fltmgr.sys

My Laptop has recently become very slow to start and very slow to run.
Spyware/Malware scans have been done, defrag done, no viruses but BOOTVIS
shows fltmgr.sys running for 4-6 mins during bootup and startup. I believe
this is Microsoft Filesystem Filter Manager. What exactly does this do and
why is it slowing my machine down so dramatically ? Can I remove it or stop
the Service ?
