is there any way to change the language for everything to
something which has totaly different characters...like
japanese or chinese in windows xp? I mean everything,
menus, title bars, the works. (excluding english only
programs ofcourse)

Windows XP is written in specific language versions, therefore one
cannot change it from one language version to another. You'll need
to purchase a "Full Version" of Windows XP in the language version
you want, reformat your drive and install it "clean".

No! You'll need to buy WindowsXP in that specific language version to change all info. You can change the setup to function with foreign languages within the Control Panel but not the application's integrity.
