Language settings

So I have a laptop with 3 languages; English, Chinese, and Korean. I set the
default language to English and whenever I install a new program, it goes
into Korean. So I check my settings but English was still checked. Also
when on my laptop, my keyboard keys, \ looks like a W with a horizontal cross
(it works fine here somehow but with files location it's like BlahWBlahWBlah
when I was it to be Blah\Blah\Blah. Thanks.
