Language problems with explorer

For some reason when I go to certain sites, I get an error
message from Dashboard and the site desicom. Somewhere,
somehow my computer now thinks my default language is
Korean. I have checked everything I know of, and
everything is set to English. I can go to google and it
wants to take me to google korean. Aside from backing up
my files and starting over does anyone have any
suggestions?
 
Check if Languages and Encoding is set the language you want.

For Encoding, go to View > Encoding and select Western European (Western) if
you want English.

For Languages, go to Tools > Options > Languages and select or add the
language you want.
