Language Bar

In addition to changing the keyboard language and our application's
language, I'm looking to change the Windows GUI language with the language
bar. I only seem to be able to configure the language bar to change the
keyboard language, not the Windows GUI.
I CAN however change the Windows GUI by selecting the language from Regional
and Language Options-Languages-"Language used in menus and dialogues", which
requires a logoff.

you have to use the MUI language packs.
After adding them to the component database,
you are able to select the GUI language in the
regional and language setting options. (First option)
