language and reformat/Windows XP Home Edition-French Version

My son needs to reformat the hard drive of his PC. If he reinstalls Windows
XP will this reformat the drive and how can he change the language from
French to English? If reinstalling Windows XP doesn't accomplish either task,
please advise.

You can't change the language that WinXP is installed in. If
your son wants an English installation of WinXP he'll have
to use an English version of the operating system. (A
different CD in other words.)

Depending on "which" language his version of XP came with. If he has the
English version of XP, he will get English. With the French version, he
gets French.
