Lack of Authority in Device Manager

I have 3 operating system: Win98SE, W2K Pro and
WindowsXP. They are all home units but I have no control
over the resources. I have tried to use the information
in various articles to change the NIC IRQ resource because
it is conflicting with my graphics card during graphics
intensive game playing. In of the OSes the NIC is
assigned the same IRQ as the display adapter. Plus there
are 2 controllers assigned to the same IRQ. This is
killing my gaming. I have a Gigabyte GA 7VT600-L mobo.
Does the mobo ACPI table decided IRQ table? In W2K the
resource option is grayed out. In Win98SE it makes no
difference what method I use, the IRQs for the NIC and the
graphics adapter a inseparably linked. If I change the
NIC IRQ the graphics adapter IRQ changes with it.

Have you tried physically moving the NIC to another PCI slot?
