L2TP via NAT

The Microsoft KB article #818043 refers to an update to
IPSEC/L2TP which allows VPN access through a NAT
translation. To access this update, the article directs
you to the Windows update catalog site and informs you to
search for the KB article number. However, there is no
update available for this KB article. Does anyone have
this update or know where to get it?
