I looking for good Universal Util for reprogram F12 key and Multimedia Keys.

I try many programs, all of them cannot reprogram F12 key.

I try Keystroke Converter and Keystroke transformation. This programs is not
stable

It will. It won't reprogram it to a letter and let you change case
using the shift key, but it will reprogram it to anything you like,
including an app launcher

What do you want to reprogram F12 to do?
