Keyboard stuck on us settings

My keyboard is stuck on us settings. I have been into control panel and
changed all 3 bits to uk but it hasn't worked. Any other suggestions?
 
If you have UK settings enabled, go back to the selection window and delete
the US keyboard, making sure that UK is set to default..
