Windows 7 Keyboard Language

I have a UK Acer desktop and a German keyboard (strange but true)
The keyboard is obviously set up for the German language. It has the umlaud ie .. (two dots over the A, U and O) but we cant seem to get these characters to work.
I have looked at Region and language in the control panel but nothing seems to sort out the issue.

It could be that it is not possible to use conflicting desktop and keyboard.
Any ideas.
