keyboard Problem

can anyone tell me why when I press the apostrophe key on my keyboard (not
with caps lock down or shift key depressed) it looks like this '' ? It''s
only just started to happen.

Keyboard's failing. Maybe a good cleaning would fix the problem,
maybe not.
