Keyboard problem affecting one user only

After changing a setting in Word, I have a problem which affects the
keyboard for my username only, but not other users on the same pc.

If I press a key repeatedly, there are corresponding clicks, but no
character.
If I hold down a key for about one second, it will print the
character.
(It affects all programs; not just Word.)

What settings can I change or restore to fix this?
