keyboard locked

Does the keyboard work before Windows loads? As in, can you get into your
system BIOS using the appropriate key (e.g., DEL, F2, etc)

Is this a PS/2 or USB keyboard?

Hi,
Can you access the BIOS?
If not and you have swapped out the keyboard you may have a bad
keyboard(PS2) port.
If you Can access the BIOS it is probably a driver issue.

Is this a new installation? If not what software was recently installed?

If this is a networked PC can you connect to the event logs to see if
there is any errors concerning the keyboard?

What did you change?
What kind of mouse?
Try another mouse - USB if PS2 isn't working.
