Can't get machine to accept CTRL+ALT+DEL keystroke

I have a W2K machine that gets to the CTRL+ALT+DEL screen
and then will not accept the keystrokes. I thought it
might be a bad keyboard so I replaced it with a known
good keyboard and it still will not accept the
CTRL+ALT+DEL keystroke to allow be to complete the log on
process. The keyboard is functioning because I can hit F8
at startup to bring up the options screen and once it gets
to the CTRL+ALT+DEL screen hitting <enter> brings up the
help for that, so I know the keyboard is functioning
properly. Has anyone ever had this problem or have any
ideas on what might be causing this to happen.
