keyboard command defined in shortcuts not working

Hi,
I have some programs that I use very frequently.
Often I'll put them in the Quicklaunch bar but not always.
In any event, I have often tried to define a keyboard shortcut to start
the programs that way. e.g. I will right click on shortcut icon for
prog, go to Properties, and there in the section "Shortcut Key", I will
try defining ctrl+shft+Q for example, etc.
I try NOT to use already defined windows keyboard shortcuts, of course,
even though since I dt have a ready to hand list of them (know where I
can get one?), I am not 100% sure no overlap is created.
Anyhow, it just won't work for me.
It works for some--like to popup the DOS Prompt, but not for others.
Is this because it is dependent on the other ap or because I am doing
s'thing wrong perhaps or Windows capability, etc.?
Tx for the help.

I've set the shortcuts in the Start Menu and it does work.
Thanks a lot for this tip.
Do u know where I can get a list of windows built-in keyboard shortcuts
so I can avoid overlap?

ctrl+shft is not a choice. Neither is Ctrl+Shift if that's what you meant.

CTRL+ALT is the only choice. Keep reading, especially #3.

Assign a Shortcut key

1. Locate the program file (.exe) or the program's shortcut icon.
Right-click the program file or shortcut and then click Properties.

2. Click the Shortcut tab.

3. With the cursor in the Shortcut key box, select the keyboard key you
want to use in combination with CTRL+ALT. Shortcut keys automatically start
with CTRL+ALT. The Shortcut key box will display None until you select the
key and then the box will display Ctrl+Alt+the key you selected. You cannot
use the ESC, ENTER, TAB, SPACEBAR, PRINT SCREEN, SHIFT, or BACKSPACE keys.

Note
Once you assign a shortcut key combination for a specific program, you will
not be able to use that key combination with other programs.

If you forget the key combination for your shortcut, you can follow steps 1
& 2 and review your shortcut keys.

Shortcut tab
Lists the shortcut name, target information, and shortcut key. Allows you to
choose the way the item is displayed when you open the shortcut: in a
standard window, a full screen (maximized), or as a button on the taskbar
(minimized). Also allows you to view the shortcut's target, change the icon
for the shortcut, and open a shortcut as a different user.

It could be but, it is incorrect as I have set ctrl+shft+whatever key
and it works
