Keyboard and Mouse Lockups..

I have an EPOX 8RDA+ motherboard and a PS2 Keyboard and USB Mouse.
If i plug in a USB device then my keyboard locks up, a simple shutdown or
reset wont bring it back.
I have to unplug power from the PC for about 30 seconds and then the
Keyboard comes back.
I have noticed it also takes out the Mouse if it is plugged in as a PS2
device. but works as USB even when the Keyboard and PS2 Mouse options have
locked up.

Is there something i can do to stop this locking up from happening?
Has anyone had a similar issue to this?
My guess is that if i get a USB Keyboard then i wont have this problem, it
appears to be all PS2 devices go on a holiday as soon as a USB device is
plugged or unplugged.
I have also noticed that sometimes it happens when i turn the monitor on and
off a few times.

I have changed PSU's for a 350w unit and it still does this.
Any help is muchly apreciated.

THIS ISSUE IS REPORTED OVER AND OVER. Yesterday I
reported my Intellipoint Optical Mouse is freezing up. I
have the latest in the 5.0 series drivers. Having the
latest drivers fixes nothing.

My 4 month old Intellipoint Optical Mouse comes as a USB
mouse with a USB to PS/2 adaptor and I use it that way to
plug into the PS/2 input. A Microsoft tech response
yesterday was that I must have a bad cable. Not so.
Booting up XP Professional always gives nice mouse
performance at first. It begins to bog down within the
hour no matter how few programs I am running. Pretty soon
I have to shut down and re-boot to regain mouse function.

I have the default Optical mouse settings and specify in
the Power Management settings that I don't want the mouse
to hibernate and wakeup at any time. Still, that is
another thing now happening. If the screensaver goes on
the mouse becomes unpowered and no amount of keyboard or
mouse movement wakes it up again. I have to physically
unplug the mouse and replug to get it to wakeup.

There seems to be an interference with other USB devices,
such as a printer. I even seem to get erratic mouse
response when my network card is receiving information
from my ISP.

PLEASE MICROSOFT, what is the REAL problem?

It's very painful.
I bought a new USB Keyboard and all seems to be ok now... well at least
usuable.
But now i am confined to using a crappy cheap USB Keyboard until i can
afford a better USB one.
I have since read many issues such as mine and i myself can now add another
problem.
My new HDD causes the PS2 Mouse and Keyboard to lock up... even in BIOS.
