kernel32.dll error

I can browse in the internet, but when I try to download
something like from downloads.com, I get the following
error message. Internet explorer has encountered a problem
and needs to close. The MODNAME is kernel32.dll. I can
not figure out the problem. If anyone has ideas, please
let me know.

PS Dell tells me that I should completely wipe off my disk
and reload, but this just seems like a BAD option.
