Kernel32.dll Error

I have developed a win-based application using Borland Delphi 7 and running
on Windows XP platform. However, the problem which I encountered is that an
error message box may be prompted when the application is launched. After
this error message is shown, the program will be terminated. Also, this
situation takes place depending on the Windows users who launch it. For
example, on the same machine, User A can run the program normally whereas
user B will get the error message and fail to run. I would like to send the
error screen shot as attachment if I can. Thanks in advance.

Are there any differences in the user priveledges?

Does this happen in Admin Account?

What other applications are running?

- same user priveledges
- happens in Domain Admin Account as well
- no other application is running
