Keeps restarting at shutdown

I just built a new computer and everytime I try to shut
it down, it justs restarts. The only way to shut the
machine down is to do a hard shut down with the power
button. I am running windows xp home with the following
configuration. I have built 2 other systems Identical to
this one with no problems.

Athlon XP 2200
Jetway Mobo
256 Kingston DDR PC2700
52x CD-Rom
48x24x48 Samsung CD-RW
