Keeping "Links" toolbar in Start bar.

I like having my "Links" toolbar in my Start bar, but everytime I reboot I
have to turn it back on. Why doesn't it stay when I reboot? How can I get
it to stay on reboot?

Unlock the taskbar, add "Links", Lock the toolbar again.
 
That didn't solve the problem. I restarted my computer and it was gone again
so that I had to put it back on the Start bar.
