Keeping Calendar times from changing when changing local time zone.

We have a user that wants to keep the calendar times from changing when he
changes the time zone when traveling. An example would be if he is Florida
and sets up a meeting at 8:00 AM in London, the meeting time should not
change when he gets to London and changes and changes hist time zone to
London, it should stay at 8:00 AM.

Is this possible?
 
Sorry, forgot to mension that we are using both Office XP and Office 2K3.
