KEEP email on Windows Mobile Phone?

Do I do the setting More Settings...Advanced...“Leave copy of email on
Server†in order to KEEP email on Windows Mobile Phone, even with
ActiveSynced Laptop PC open with Outlook open?
 
Is the phone syncing with outlook or directly with the server?
