If you are a home user then you do not need this hotfix,just uninstall it
from add/remove and forget about it since it is causing problems.Here is a

At the link above look under vulnerability details>mitigating factors and
you will see this,
"An attacker must have valid logon credentials and be able to log on locally
to exploit this vulnerability. The vulnerability could not be exploited
remotely or by anonymous users."
Which basically means that someone will need to be sitting in front of your
keyboard to exploit this.
Unfortunatlly MOST updates are becoming this way more and more, they are
designed for a office type enviroment and not geared for the home user.
As far as I'm concerned if it ain't broke then don't fix it and if you don't
need it, don't install it.
Their were 15 updates in Feb, 14 of them the home user did not need and the
other one was for windows defender/one care which is garbage and should not
be used anyway.
