Each time I am notified that Windows Updates are available
I download them, and 90% of the time KB828026 is the
update that is downloaded. Is this normal? I go ahead
and install the update thinking it is an additional fix to
the original fix.
I am doing it so often that I can't believe Microsoft is
sending out fixes on a fix this often. Any comments would
be appreciated.

What usually works is to delete the update (828026) then reinstall it. This
problem is caused by an install history file.

Do you have Windows Media Player 9 series downloaded?

It is not on the critical list so you have to look for it.
KB828026 is probably looking for it.
